Recovery console needed but no windows disk?

Laptop does not get to desktop. Did not come with windows xp home cd. Have restore cd. Is this what comes with Recovery Console? Cannot get command prompt either since no floppy with laptop. System boots fine until login screen. Once there it is blue windows xp logo screen but no login at all available. No password so it looks like it is going to desktop, but is not showing up. What to do? Remember, cannot do anything, even in safe mode, same results.
By the way, when one says do a recovery, does that mean a complete re-install?
last known configuration causes same reaction. No good!

you can do a couple of things:
create a cd that will boot to windows
or get a windows cd and when it ask to repair or format do a repair.
if you have neither of these that take the recovery disk and do a recovery…

    First thing: attempt to restore to last known setting that worked.. When booting up press F8. (same place you go to get safe mode).

    Most companies, like Alienware and Dell, provide these restore disks that return your laptop to its original factory setting. Maybe this is the restore cd you referred to. Give it a go if the computer cannot return to its previous working state.
