If I were to do a destructive recovery to my computer,does it wipe ALL info and data on the computer?

I have Windows Vista home premium,and the manual says that it will return the computer to a “just out of the shop” mode.ie brand new and unused?

yes it will wipe everything so if there is anything on there that you need then back it up onto cd rom or external hard disc before recovery or it will be lost, The computer will return to exactly how it was when delivered.
