Most computers that do not come with the OS and software media have a restore partition on the hard disk. You just need to know how to invoke a pc restore. On Dells it is the CTRL + F11 keys while it's booting. Also if you call your computer manufacturer and request the media CDs they will send them to you. Call the tech support and ask them, not the dude in the store where you bought it. You bought a license for Windows XP, you should get the disk with XP on it. Vendors know that, but not all buyers do. Also the setup files may be on your system. See if you have a C:\Windows\Options folder on your drive. That is where the OS setup files are usually kept is there is no CD. You can actually burn that folder to a CD--in a pinch it will do.
References :
Bart's PE Builder is a brilliant little free program that will make a bootable recovery CD for you. You must have your Windows setup files available to create the recovery CD. Download it from here: http://www.nu2.nu/pebuilder/

Alternatively, you can boot to your Windows XP CD; if you try to install over an existing Windows installation, it will ask you if you want to use the Recovery Console. That is a great option if you're not afraid of the command line.
References :
http://www.nu2.nu/pebuilder/
