Formatted hard drive to 1s and 0s…Recovery discs don't work…?

I have a Western Digital hard drive on my Sony Vaio computer and used WD Data Lifeguard from floppy to format my hard drive to 1s and 0s, meaning to manufacterer status without a speck of data on it. So after it finished I'm supposed to boot from CD with operating system. I tried doing this from my recovery discs which is supposed to have the whole operating system on them I'm sure. But I can't get my computer to boot from the recovery disc no matter how I set my BIOS priority to boot from CD drive. I followed all instructions for formatting my drive on Western Digital's web site. But the final step of installing my OS is not working from my recovery discs. How come?
I keep getting the message:

"Reboot and select proper boot device. Or insert boot media in selected boot device and press a key"

I almost never rely on these Recovery Disks, but instead you should have a copy of an original WinXP/Vista book CD-ROM/DVD from the OEM. It sounds like your BIOS is set correctly, however either these recovery disks are not bootable (ISO format required). You may try hitting F2, F8 ,or F10 to try and boot into Safemode with command prompt – then from here try to input cd.. D:\Setup.exe off the CD. You might be able to initiate OS reinstall in this way.

    so once you change the bios to boot from CD and a message comes up to press any key to boot from CD it will not boot from the CD?

    maybe there is a scracth on the CD

    EDIT:
    If your getting that message your not booting from the CD or the CD is not a bootable CD or it could be what I said at first the CD is either broken or dirty
